Interface requirement between launch site system and satellite system
1 Scope
This standard specifies the mission interface, general requirements, C3I interface and service support between aerospace launch site (hereinafter referred to as launch site) system and satellite system as well as basic process flow of satellite at launch site.
This standard is applicable to interface control between satellite and launch site, as well as technical preparation, service support and launch of satellite at launch site.

3 Terms and definitions
For the purpose of this standard, the following term and definition apply.
basic process flow
main work flow for testing and launching satellites at launch site, including main work items and their priority, logistics direction and key technical status, implementation site and macro schedule of the main work items, etc.
4 Mission interface
4.1 Missions and requirements of launch site system
The missions and requirements of launch site system generally include:
a) review for the preparation of launch site system before satellite approach;
b) organization, command and coordination of launch missions, and formulation of general test documents such as “l(fā)aunch process flow in flight test ", "network diagram of test mission organization and implementation plan" and “collaborative command procedure for satellite-launch vehicle-ground integrated test";
c) lead role in organizing the quality and safety control of the launch mission, and security guard of the test site;
d) completion of or assistance in unloading, transporting, transferring, lifting and docking of products and equipment, and withdrawing from the site;
e) send of test information such as time, meteorology and progress of work to the satellite system;
f) provision of fixed infrastructure required for technical preparations and launch of the satellite;
g) provision of water, heating, electricity, gas, grounding and other support required for satellite launch test, and monitoring and management of electromagnetic environment of the launch site;
h) provision of technical service support for communication, meteorology, metrology, geodesy and special gas;
i) assistance in ensuring living guarantee of the test team during the mission.
4.2 Missions and requirements of satellite system
The missions and requirements of satellite system generally include:
a) ex-factory review of satellite and test equipment before entering the site;
b) organization, command and implementation of various tests for the system based on the overall test plan;
c) provision of relevant technical data to the launch site system, and submission of the zeroing report and quality report of each stage;
d) provision of relevant information needed for the organization, command and decision-making of the launch test to the launch site system.
4.3 Organization
In order to ensure the unified and smooth command and decision-making of launch missions, the organizations jointly established by the launch site system, satellite system and other test systems are as follows:
a) mission headquarters in launch site area: responsible for organizing and implementing the missions in launch site area, deploying the test plan, and making decisions to deal with major problems in the process of mission implementation;
b) quality control team: responsible for quality and safety control in the test process, coordinating, researching and dealing with major cross-system technical problems;
c) test and launch coordination team: responsible for work arrangement, plan coordination, operation control, technical problem handling and test site management during product test and launch, studying and formulating technical schemes, and coordinating and handling general technical problems;
d) technical safety team: responsible for all technical safety during the test of the test and launch system, inspecting, guiding and supervising the technical safety work of each test and launch system;
e) electromagnetic compatibility team: responsible for monitoring electromagnetic environment, controlling electromagnetic frequency and coordinating electromagnetic compatibility problems;
f) TT&C and communication technology coordination team: responsible for technical management, technical coordination, technical safety and quality control of TT&C and communication system, studying and formulating technical schemes to solve technical problems.
5 General requirements
5.1 Workshop configuration

5.1.1 Satellite final assembly test plant
Transfer room, final assembly test hall, system test room, unit test room, gas distribution room, product storage room, auxiliary room, etc. are configured.
5.1.2 Satellite filling and fairing assembly plant
Transfer room, filling hall, fairing assembly hall, gas distribution room, filling equipment room, auxiliary room, etc. are configured.
5.1.3 Test and launch control building
Test and launch command and control hall, test room, workshop, auxiliary room, etc. are configured.
5.1.4 Initiating explosive device room
Initiating explosive device storage room and test room are configured.
5.1.5 Launch station
Front-end equipment room, power supply room, tower workshop, satellite working platform of umbilical and service towers, air shower, passageway, etc. are configured.
5.2 Power supply and distribution
General requirements for power supply and distribution system in launch site are:
a) the power for satellite test and fire fighting is of the first class load, the power for satellite assembly, test and lighting is of the second class load, and the power for test shall be separated from that for working;
b) uninterruptible power supply (UPS) shall be arranged in important test places to supply power to process loads that are not allowed to be cut off instantaneously; satellite systems may also be provided with UPS power supply if necessary;
c) TN-C-S (three-phase five-wire system) is adopted for the power distribution system, and the type, quality and power of power supply shall meet the requirements of satellite test.

4 任務(wù)界面
4.1 發(fā)射場(chǎng)系統(tǒng)任務(wù)及要求
發(fā)射場(chǎng)系統(tǒng)任務(wù)和要求一般包括:
a) 衛(wèi)星進(jìn)場(chǎng)前對(duì)發(fā)射場(chǎng)系統(tǒng)準(zhǔn)備情況進(jìn)行評(píng)審;
b) 負(fù)責(zé)發(fā)射任務(wù)的組織指揮和計(jì)劃協(xié)調(diào),制定“飛行試驗(yàn)測(cè)試發(fā)射工藝流程”、“試驗(yàn)任務(wù)組織實(shí)施計(jì)劃網(wǎng)絡(luò)圖”和“星-箭-地綜合測(cè)試協(xié)同指揮程序”等總體試驗(yàn)文件;
c) 牽頭組織發(fā)射任務(wù)的質(zhì)量和安全控制工作,負(fù)責(zé)試驗(yàn)現(xiàn)場(chǎng)的安全警衛(wèi);
d) 完成或協(xié)助完成產(chǎn)品和設(shè)備的卸車、轉(zhuǎn)運(yùn)、轉(zhuǎn)載、吊裝對(duì)接以及撤場(chǎng)等工作;

4.2 衛(wèi)星系統(tǒng)任務(wù)及要求
衛(wèi)星系統(tǒng)任務(wù)和要求一般包括:
a) 進(jìn)場(chǎng)前衛(wèi)星及參試設(shè)備通過(guò)出廠評(píng)審;
b) 按照試驗(yàn)總體計(jì)劃安排,負(fù)責(zé)本系統(tǒng)各項(xiàng)試驗(yàn)工作的組織、指揮和實(shí)施;
c) 向發(fā)射場(chǎng)系統(tǒng)提供相關(guān)技術(shù)資料,提交歸零報(bào)告和各階段質(zhì)量報(bào)告;
d) 向發(fā)射場(chǎng)系統(tǒng)提供測(cè)試發(fā)射組織指揮和決策所需的有關(guān)信息。
4.3 組織機(jī)構(gòu)
為保障發(fā)射任務(wù)指揮決策的統(tǒng)—順暢,由發(fā)射場(chǎng)系統(tǒng)、衛(wèi)星系統(tǒng)及其他參試系統(tǒng)聯(lián)合成立的組織機(jī)構(gòu)有:
a) 發(fā)射場(chǎng)區(qū)任務(wù)指揮部:統(tǒng)一負(fù)責(zé)發(fā)射場(chǎng)區(qū)任務(wù)的組織實(shí)施,部署試驗(yàn)計(jì)劃,決策處理任務(wù)實(shí)施過(guò)程中的重大問(wèn)題;
b) 質(zhì)量控制組:負(fù)責(zé)試驗(yàn)過(guò)程中的質(zhì)量控制和安全把關(guān),協(xié)調(diào)及研究處理跨系統(tǒng)重大技術(shù)問(wèn)題;
c) 測(cè)試發(fā)射協(xié)調(diào)組:負(fù)責(zé)產(chǎn)品測(cè)試發(fā)射過(guò)程中的工作安排、計(jì)劃協(xié)調(diào)、操作把關(guān)、技術(shù)問(wèn)題處理和試驗(yàn)現(xiàn)場(chǎng)管理,研究制定技術(shù)方案,協(xié)調(diào)處理一般技術(shù)問(wèn)題;
d) 技術(shù)安全組:負(fù)責(zé)測(cè)發(fā)系統(tǒng)試驗(yàn)過(guò)程中的各項(xiàng)技術(shù)安全,檢查、指導(dǎo)、督促測(cè)試發(fā)射各系統(tǒng)的技術(shù)安全工作;
e) 電磁兼容組:負(fù)責(zé)電磁環(huán)境的監(jiān)測(cè)、電磁頻率的管制和電磁兼容問(wèn)題的協(xié)調(diào);

5 通用要求
5.1 工作間配置
5.1.1 衛(wèi)星總裝測(cè)試廠房
配置轉(zhuǎn)載間、總裝測(cè)試廳、系統(tǒng)測(cè)試間、單元測(cè)試間、配氣間、產(chǎn)品存放間、輔助用房等。
5.1.2 衛(wèi)星加注與整流罩裝配廠房
配置轉(zhuǎn)載間、加注廳、整流罩裝配廳、配氣間、加注設(shè)備間、輔助用房等。
5.1.3 測(cè)發(fā)控制樓
配置測(cè)發(fā)指揮控制廳、測(cè)試間、工作間、輔助用房等。
5.1.4 火工品用房
配置火工品貯存間和火工品測(cè)試間。
5.1.5 發(fā)射工位
配置衛(wèi)星前置設(shè)備間、電源間、塔上工作間、臍帶勤務(wù)塔衛(wèi)星工作平臺(tái)、風(fēng)淋室及通道等。
5.2 供配電
對(duì)發(fā)射場(chǎng)供配電系統(tǒng)的一般要求為:
a) 衛(wèi)星測(cè)試、消防用電為一級(jí)負(fù)荷,為衛(wèi)星裝配、測(cè)試服務(wù)的動(dòng)力、照明用電為二級(jí)負(fù)荷,測(cè)試用電應(yīng)與動(dòng)力用電分開(kāi);
b) 重要測(cè)試場(chǎng)所應(yīng)設(shè)不間斷電源裝置(UPS),給不允許瞬時(shí)斷電的工藝負(fù)荷供電;衛(wèi)星系統(tǒng)亦可根據(jù)需要自備UPS電源;
c) 配電系統(tǒng)采用TN-C-S(三相五線制),電源種類、品質(zhì)、功率應(yīng)滿足衛(wèi)星測(cè)試要求。
5.3 防雷與接地
對(duì)發(fā)射場(chǎng)防雷接地的一般要求為:
a) 除有特殊要求外,發(fā)射場(chǎng)防雷應(yīng)符合GB 50057的規(guī)定,接地應(yīng)符合GJB 1696的規(guī)定;
b) 衛(wèi)星加注與整流罩裝配廠房、火工品貯存間和測(cè)試間、臍帶勤務(wù)塔等為第一類防雷建筑,衛(wèi)星總裝測(cè)試廠房、測(cè)發(fā)控制樓等為第二類防雷建筑;
c) 各類接地均接入聯(lián)合接地系統(tǒng);
d) 接地線分為信號(hào)地、保護(hù)地、中性地、防靜電接地和等電位接地,衛(wèi)星系統(tǒng)信號(hào)地引線應(yīng)與其他系統(tǒng)信號(hào)地引線分開(kāi);
e) 衛(wèi)星總裝測(cè)試大廳、臍帶勤務(wù)塔上衛(wèi)星封閉區(qū)、火工品測(cè)試間、儲(chǔ)存間等應(yīng)配備靜電消除裝置。
5.4 電磁兼容
對(duì)發(fā)射場(chǎng)電磁兼容的一般要求為:
a) 發(fā)射場(chǎng)系統(tǒng)對(duì)任務(wù)期間發(fā)射場(chǎng)區(qū)的電磁環(huán)境進(jìn)行統(tǒng)一管理。關(guān)鍵測(cè)試節(jié)點(diǎn)和實(shí)施發(fā)射時(shí),發(fā)射場(chǎng)區(qū)實(shí)行電磁監(jiān)測(cè)和電磁管制。
b) 發(fā)射場(chǎng)的電磁波輻射設(shè)備、通信設(shè)備、供電設(shè)備、機(jī)械設(shè)備、照明設(shè)備、空調(diào)設(shè)備、避雷設(shè)備等,在正常使用時(shí),其電磁環(huán)境應(yīng)不影響產(chǎn)品的正常測(cè)試工作,設(shè)備所產(chǎn)生的傳遞發(fā)射和輻射發(fā)射應(yīng)符合GJB 151中有關(guān)傳導(dǎo)和輻射的規(guī)定。
c) 電源線與信號(hào)線、高電平信號(hào)線與低電平信號(hào)線要分開(kāi)敷設(shè),或采取有效的屏蔽措施。
d) 臍帶勤務(wù)塔封閉間應(yīng)具備無(wú)線電透波能力,透波率不低于80%。
e) 火工品單元測(cè)試宜在屏蔽室內(nèi)進(jìn)行。
f) 遠(yuǎn)距離測(cè)試發(fā)射控制和信號(hào)傳遞應(yīng)滿足與衛(wèi)星系統(tǒng)電磁兼容要求。
g) 衛(wèi)星、火箭、發(fā)射場(chǎng)之間應(yīng)滿足電磁兼容性要求,新型號(hào)發(fā)射任務(wù),須通過(guò)一定方式(如發(fā)射場(chǎng)合練)檢驗(yàn)。
5.5 環(huán)境要求
發(fā)射場(chǎng)環(huán)境要求應(yīng)符合GJB 2043的規(guī)定。
5.6 給排水與消防
對(duì)發(fā)射場(chǎng)給排水與消防系統(tǒng)的一般要求為:
a) 加注廠房外建設(shè)燃燒劑污水收集池和氧化劑污水收集池,加注時(shí)沖洗污水分類收集,收集的污水應(yīng)運(yùn)往污水處理場(chǎng)進(jìn)行處理,達(dá)到國(guó)家規(guī)定的排放標(biāo)準(zhǔn)后方可排放;
b) 廠房、臍帶勤務(wù)塔等設(shè)專用水消防系統(tǒng);
c) 總裝測(cè)試廳、測(cè)試間、測(cè)發(fā)指揮控制廳等試驗(yàn)場(chǎng)所應(yīng)設(shè)便攜式二氧化碳?xì)怏w滅火器;
d) 加注設(shè)備間、加注廳應(yīng)設(shè)腳踏式淋浴器和洗眼噴泉;
e) 衛(wèi)星加注時(shí)消防車在加注廠房外指定位置就位;
f) 普通測(cè)試間、臍帶勤務(wù)塔應(yīng)設(shè)感煙感溫探測(cè)器;
g) 層高大于12m的大廳宜在側(cè)壁不同高度設(shè)置紫外線火焰探測(cè)器;
h) 加注用房應(yīng)設(shè)防爆火災(zāi)報(bào)警器;
i) 廠房、臍帶勤務(wù)塔應(yīng)設(shè)火災(zāi)自動(dòng)報(bào)警系統(tǒng)。
5.7 交通運(yùn)輸
對(duì)發(fā)射場(chǎng)交通運(yùn)輸?shù)囊话阋鬄椋? a) 發(fā)射場(chǎng)專用鐵路為工業(yè)企業(yè)二級(jí)鐵路,軌距1.435m;
b) 發(fā)射場(chǎng)各工號(hào)間的運(yùn)輸公路不低于GBJ 22中規(guī)定的三級(jí)公路標(biāo)準(zhǔn);
c) 衛(wèi)星由機(jī)場(chǎng)或車站向技術(shù)區(qū)運(yùn)輸?shù)乃俣炔淮笥?0km/h,通過(guò)鐵路道岔時(shí)不大于10km/h;衛(wèi)星在技術(shù)區(qū)廠房間及技術(shù)區(qū)至發(fā)射區(qū)轉(zhuǎn)運(yùn)的速度不大于10km/h,通過(guò)鐵路道岔或轉(zhuǎn)彎時(shí)不大于5km/h;
d) 衛(wèi)星轉(zhuǎn)運(yùn)途中,道路凈高應(yīng)滿足衛(wèi)星運(yùn)輸高度要求;
e) 對(duì)運(yùn)輸有其他要求時(shí),按照相關(guān)技術(shù)文件的規(guī)定執(zhí)行。
6 衛(wèi)星與發(fā)射場(chǎng)C3I接口
6.1 接口界面
對(duì)衛(wèi)星系統(tǒng)與C3I系統(tǒng)接口界面的一般要求為:
a) 接口方式:通過(guò)接口微機(jī)或者網(wǎng)絡(luò)交換機(jī)實(shí)現(xiàn)互聯(lián);
b) 物理接口:RJ45接插件;
c) 傳輸速率:≥100Mbps;
d) 傳輸協(xié)議:網(wǎng)絡(luò)數(shù)據(jù)鏈路層協(xié)議符合IEEE 802.3標(biāo)準(zhǔn),通信協(xié)議TCP/IP,傳輸層可采用UDP或者TCP協(xié)議;
e) 傳輸方式:采用點(diǎn)對(duì)點(diǎn)傳輸方式或廣播方式。
6.2 C3I系統(tǒng)輸入給衛(wèi)星網(wǎng)的信息
C3I系統(tǒng)輸入給衛(wèi)星網(wǎng)的信息一般包括:
a) 指揮信息;
b) 時(shí)間信息;
c) 發(fā)射場(chǎng)氣象信息;
d) 衛(wèi)星遙測(cè)原碼。
6.3 衛(wèi)星網(wǎng)輸入給C3I系統(tǒng)的信息
衛(wèi)星網(wǎng)輸入給C3I系統(tǒng)的信息一般包括:
a) 回令及系統(tǒng)工作狀態(tài);
b) 衛(wèi)星主要測(cè)試參數(shù);
c) 衛(wèi)星主要遙測(cè)參數(shù)。
7 勤務(wù)保障
7.1 通信
7.1.1 電話
對(duì)電話配置的一般要求為:
a) 各主要工作間和參試人員住所設(shè)置場(chǎng)區(qū)內(nèi)部電話;
b) 有關(guān)工作間電話應(yīng)具備國(guó)內(nèi)長(zhǎng)途通話能力和傳真能力;
c) 國(guó)際合作項(xiàng)目工作間應(yīng)具備國(guó)際互聯(lián)網(wǎng)接口和國(guó)際長(zhǎng)途通話能力。
7.1.2 調(diào)度
對(duì)調(diào)度配置的一般要求為:
a) 測(cè)發(fā)控制樓衛(wèi)星廳設(shè)衛(wèi)星總調(diào)度臺(tái),各分系統(tǒng)設(shè)調(diào)度分機(jī)或單機(jī);

d) 臍帶勤務(wù)塔衛(wèi)星工作平臺(tái)、工作間、地下室前置設(shè)備間和電源間設(shè)調(diào)度單機(jī)。
7.1.3 電視監(jiān)視
對(duì)電視監(jiān)視的一般要求為:
a) 重要場(chǎng)所設(shè)置電視監(jiān)視攝像頭,關(guān)鍵時(shí)段應(yīng)進(jìn)行監(jiān)視并記錄;
b) 衛(wèi)星、火箭等試驗(yàn)現(xiàn)場(chǎng)的電視圖像應(yīng)傳送到測(cè)發(fā)控制樓衛(wèi)星廳和有關(guān)工作間。
7.1.4 網(wǎng)絡(luò)接口
主要的測(cè)試間、工作間及會(huì)議室配置發(fā)射場(chǎng)內(nèi)部網(wǎng)線及接口。
7.2 特燃特氣
7.2.1 配氣
對(duì)供配氣的一般要求為:
a) 供氣部位:
1) 衛(wèi)星總裝測(cè)試廠房:總裝測(cè)試廳、單元測(cè)試間、轉(zhuǎn)載間等;
2) 衛(wèi)星加注與整流罩裝配廠房:轉(zhuǎn)載間、配氣間、加注廳等;
3) 臍帶勤務(wù)塔:衛(wèi)星所在層的固定平臺(tái);
4) 配備氣瓶車,對(duì)特殊部位進(jìn)行機(jī)動(dòng)配氣。
b) 供氣種類:普氮、高純氮。
c) 供氣壓強(qiáng):23MPa。
d) 管路接口:DN10 M22×1.5 喇叭口60°;
DN6 M18×1.5 喇叭口60°。
7.2.2 氣體指標(biāo)
7.2.2.1 普氮
除特殊要求外,對(duì)普氮的指標(biāo)要求一般為:
a) 純度:體積分?jǐn)?shù)不小于98.0%;
b) 氧含量:體積分?jǐn)?shù)不大于2.0%;
c) 露點(diǎn):≤-53.3℃;
d) 碳?xì)浠衔铮后w積分?jǐn)?shù)不大于58.3×10-6;
e) 顆粒物含量:≤1.5mg/m3;
f) 油含量:≤10.0mg/m3。
7.2.2.2 高純氮
除特殊要求外,對(duì)高純氮的指標(biāo)要求一般為:
a) 純度:體積分?jǐn)?shù)不小于99.998%;
b) 氧含量:體積分?jǐn)?shù)不大于10.0×10-6;
c) 氫含量:體積分?jǐn)?shù)不大于3.0×10-6;
d) 露點(diǎn):≤-65.5℃;
e) 一氧化碳、二氧化碳和碳?xì)浠衔锟偭浚后w積分?jǐn)?shù)不大于10.0×10-6;
f) 顆粒物直徑:≤20μm;
g) 油含量:≤10.0mg/m3。
7.2.3 氣體檢驗(yàn)
對(duì)試驗(yàn)任務(wù)用氣源檢驗(yàn)的一般要求為:
a) 用氣前1周進(jìn)行全項(xiàng)檢驗(yàn),檢驗(yàn)項(xiàng)目包括要求的全部技術(shù)指標(biāo);
b) 用氣前24小時(shí)進(jìn)行抽項(xiàng)檢驗(yàn),檢驗(yàn)項(xiàng)目一般包括露點(diǎn)、顆粒物和油含量。
7.2.4 推進(jìn)劑指標(biāo)
7.2.4.1 無(wú)水肼
除特殊要求外,對(duì)無(wú)水肼的指標(biāo)要求一般為:
a) 無(wú)水肼:質(zhì)量分?jǐn)?shù)不小于97.5%;
b) 水份:質(zhì)量分?jǐn)?shù)不大于1.5%;
c) 鐵:質(zhì)量分?jǐn)?shù)不大于0.002%;
d) 非揮發(fā)性殘?jiān)嘿|(zhì)量分?jǐn)?shù)不大于0.005%。
7.2.4.2 甲基肼
除特殊要求外,對(duì)甲基肼的指標(biāo)要求一般為:
a) 甲基肼:質(zhì)量分?jǐn)?shù)不小于98.3%;
b) 水份:質(zhì)量分?jǐn)?shù)不大于1.5%;
c) 顆粒物:≤10.0mg/L。
7.2.4.3 偏二甲肼
除特殊要求外,對(duì)偏二甲肼的指標(biāo)要求一般為:
a) 偏二甲肼:質(zhì)量分?jǐn)?shù)不小于97.00%;
b) 水份:質(zhì)量分?jǐn)?shù)不大于0.60%;
c) 偏腙:質(zhì)量分?jǐn)?shù)不大于2.50%;
d) 顆粒物:≤20.00mg/L;
e) 密度(15℃):0.792g/cm3~0.798g/cm3。
7.2.4.4 四氧化二氮
除特殊要求外,對(duì)四氧化二氮的指標(biāo)要求一般為:
a) 四氧化二氮:質(zhì)量分?jǐn)?shù)不小于98.5%;
b) 相當(dāng)水:質(zhì)量分?jǐn)?shù)不大于0.40%;
c) 顆粒物:≤20.0mg/L。
7.2.4.5 其他推進(jìn)劑
其他種類推進(jìn)劑的技術(shù)指標(biāo)按照相應(yīng)的標(biāo)準(zhǔn)執(zhí)行。
7.2.5 推進(jìn)劑檢驗(yàn)
對(duì)推進(jìn)劑檢驗(yàn)的一般要求為:
a) 無(wú)水肼按照GJB 98規(guī)定的方法進(jìn)行檢驗(yàn);甲基肼按照GJB 1963規(guī)定的方法進(jìn)行檢驗(yàn);偏二甲肼按照GJB 753規(guī)定的方法進(jìn)行檢驗(yàn);四氧化二氮按照GJB 1673規(guī)定的方法進(jìn)行檢驗(yàn);其他種類推進(jìn)劑按照相應(yīng)的標(biāo)準(zhǔn)進(jìn)行檢驗(yàn)。
b) 加注前2天內(nèi)進(jìn)行全項(xiàng)檢驗(yàn),檢驗(yàn)項(xiàng)目包括要求的全部技術(shù)指標(biāo)。
c) 加注前的檢驗(yàn)必須保留仲裁樣。仲裁樣應(yīng)由使用方和檢驗(yàn)方有關(guān)人員簽字后貼封條保存,發(fā)射后1個(gè)月內(nèi)無(wú)異議并報(bào)請(qǐng)有關(guān)部門批準(zhǔn)后,檢驗(yàn)方可將其作為廢液處理。
7.2.6 推進(jìn)劑貯存、運(yùn)輸
對(duì)推進(jìn)劑貯存、運(yùn)輸?shù)囊话阋鬄椋? a) 衛(wèi)星用推進(jìn)劑根據(jù)計(jì)劃安排由發(fā)射場(chǎng)提供或衛(wèi)星系統(tǒng)自備;
b) 推進(jìn)劑的包裝、貯存、運(yùn)輸應(yīng)符合GJB 2216的規(guī)定。
7.3 氣象
對(duì)氣象保障的一般要求為:
a) 提供發(fā)射場(chǎng)長(zhǎng)、中、短期天氣預(yù)報(bào);
b) 及時(shí)發(fā)布危險(xiǎn)天氣警報(bào);
c) 衛(wèi)星轉(zhuǎn)場(chǎng)前,提供衛(wèi)星預(yù)定轉(zhuǎn)運(yùn)日的天氣預(yù)報(bào),包括風(fēng)、云、能見(jiàn)度、最高氣溫、最低氣溫及天氣現(xiàn)象;
d) 衛(wèi)星轉(zhuǎn)運(yùn)前2小時(shí),提供運(yùn)輸時(shí)0m~70m淺層風(fēng)預(yù)報(bào);
e) 進(jìn)行地面氣象觀測(cè)、淺層風(fēng)測(cè)量、高空探測(cè)及大氣電場(chǎng)監(jiān)測(cè)等,按規(guī)定向衛(wèi)星系統(tǒng)提供相關(guān)測(cè)量數(shù)據(jù)。
7.4 計(jì)量
對(duì)計(jì)量保障的一般要求為:
a) 通用儀器儀表的檢定、修理和計(jì)量測(cè)試;
b) 發(fā)射任務(wù)遂行計(jì)量保障。
7.5 大地測(cè)量
測(cè)量慣性器件測(cè)試設(shè)備原點(diǎn)大地坐標(biāo)、重力加速度及真北方向等。
7.6 危險(xiǎn)源
衛(wèi)星如帶有放射性等特殊危險(xiǎn)源時(shí),應(yīng)按相關(guān)規(guī)定設(shè)置專用儲(chǔ)存場(chǎng)所。
7.7 其他保障
7.7.1 車輛
試驗(yàn)用車輛由發(fā)射場(chǎng)和試驗(yàn)隊(duì)共同提供,具體為:
a) 產(chǎn)品和設(shè)備在包裝箱狀態(tài)下的卸車、運(yùn)輸,所用的卡車、拖車、吊車、叉車等通用車輛,由發(fā)射場(chǎng)協(xié)助提供;
b) 衛(wèi)星轉(zhuǎn)場(chǎng)用特種車輛,廠房?jī)?nèi)衛(wèi)星使用的電瓶車、叉車等,由試驗(yàn)隊(duì)自備。
7.7.2 工具
試驗(yàn)用工具由試驗(yàn)隊(duì)和發(fā)射場(chǎng)共同提供,具體為:
a) 衛(wèi)星專用工作平臺(tái)、工裝、吊具等特裝設(shè)備由試驗(yàn)隊(duì)自備;
b) 普通工作梯和升降平臺(tái)等由發(fā)射場(chǎng)提供。
7.7.3 通用儀器儀表
試驗(yàn)用通用儀器儀表由試驗(yàn)隊(duì)自備,發(fā)射場(chǎng)提供協(xié)助,具體為:
a) 衛(wèi)星測(cè)試用通用儀器儀表主要由試驗(yàn)隊(duì)自備,需要發(fā)射場(chǎng)提供的通用儀器儀表,應(yīng)在任務(wù)進(jìn)場(chǎng)前與發(fā)射場(chǎng)協(xié)商確定;
b) 任務(wù)期間臨時(shí)需要的通用儀器儀表,發(fā)射場(chǎng)系統(tǒng)可提供協(xié)助。
